An advocacy group representing the victims provoked the latest upsurge of Haiti’s cholera fiasco when it filed a lawsuit against the U.N. in a Manhattan Federal District Court, demanding reparations.

En économie financière, généralement les prix des contrats à terme pour les actifs financiers (forward price) sont plus élevés que leur prix au comptant (spot price). On parle de « backwardation » lorsque c’est le contraire, c’est-à-dire lorsque les prix des contrats à terme sont inférieurs aux prix au comptant. Cette expression de la valeur peut s’appliquer à la fois aux choses et aux êtres humains. En 2011 le PIB réel per capita d’Haïti est de 1 034 dollars, soit 25% moins de ce qu’il était il y a 20 ans, en 1991 [1]. Près de 80% de la population vivent avec moins de deux dollars par jour, alors que ce chiffre était de 70% il y a 20 ans. L’environnement des affaires reste peu attrayant. In 2004, the elected president of Haiti, Jean-Bertrand Aristide, was kidnapped by US marines and flown to the Central African Republic. It was a coup of the kind tried unsuccessfully in Venezuela two years earlier and successfully in Honduras in 2009. After more than a century sailing along as an independent black nation, Haiti collided with the Monroe Doctrine in the form of the National City Bank of New York. Together with the US State Department, Citibank pressured Haiti’s government to sell it 40 percent of the Banque National d’Haïti (BNH): Haiti’s treasury. Thus the US acquired a financial interest in Haiti’s $32 million public debt and the pretext for an invasion.

C'est une avalanche d'indignation qui remonte contre Jean-Claude «Baby Doc» Duvalier au moment où il se trouve assis au banc des accusés d'un tribunal haïtien, accusé de crimes contre l'humanité au cours de ses 15 ans de règne. Toutefois, le gouvernement américain est étrangement et complètement silencieux là-dessus. Un trésor fait de 40 ans de câbles, nouvellement mis à jour par WikiLeaks, contribue à expliquer pourquoi.

Vers minuit, aux premières heures du matin du 23 juillet 1973, un incendie éclata dans l'arsenal bourré d'armes du palais national du dictateur haïtien Jean-Claude Duvalier.

Presque immédiatement, le «président à vie» Duvalier et son chef d'état-major, le général Claude Raymond, téléphonèrent au chef adjoint de mission à l'ambassade des Etats-Unis, Thomas J. Corcoran, pour lui parler de l'incendie et demander de l'aide américaine pour l'éteindre.

La destruction de la large cache d'armes d'Haïti devint, dans les jours suivants, l'excuse parfaite pour reprendre la vente d'armes militaires, ainsi que l'aide militaire assortie d'entraînement, à la dictature des Duvalier, vente interrompue pendant les années 1960 sous le régime de triste notoriété de François «Papa Doc» Duvalier.

What constitutes a dictatorship? Haiti had an election in 2006, which the popular candidate won. It had an election in 2011, which had one of the lowest turnouts in recent history and which was subject to all kinds of external manipulation.
