Die Lage an Italiens Universitäten ist ein wenig untypisch, verglichen mit anderen Bereichen des öffentlichen Sektors, die sich allesamt aufgrund der Wirtschaftskrise und den jüngsten Handlungen der Regierung in großen Schwierigkeiten befinden. Schon seit Jahren mussten jene zusehen, wie ihnen Ressourcen und Personal genommen werden; ein Jahrzehnt von Reformen hat das Universitätssystem zugunsten der "Logik" des Neoliberalismus sowie der Prekarisierung von Wissenschaftlern und Lehrbeauftragten und zum Nachteil von Bildung und Forschung geschwächt. The situation in Italy's universities is somewhat untypical compared with other areas of the public sector, all of whom are in serious difficulty as a result of the crisis and this government's actions. For years now, universities have been seeing their resources and personnel drain away, a decade of reform has weakened the university system in favour of the logic of neo-liberalism and the casualization of researchers and lecturers, to the detriment of education and research. Partout en Europe le système éducatif est devenu un poids économique trop important pour les gouvernements qui considèrent que chaque citoyen est libre d’acquérir ou pas une formation. Ainsi comme pour tous les services, il doit y en avoir pour toutes les bourses, certaines de qualité et donc chères et d’autres de base et donc bon marché. La formation n’est plus un droit mais un bien. En Italie cette philosophie est appliquée à la lettre et les mesures d’économie ne se concentrent plus seulement sur les post-obligatoire et l’université mais surtout sur le primaire, cycle qui occupe les plus de personnel et d’enfants, donc le plus onéreux. Depuis 2008, le gouvernement prévoit de supprimer sur trois ans 130.000 postes d’enseignant, de diminuer les heures d’enseignement par semaine et par matière et de licencier massivement les enseignants en CDD. Überall in Europa ist das Bildungswesen zu einer zu hohen wirtschaftlichen Belastung für die Regierungen geworden. Diese glauben, dass jeder Bürger frei entscheiden kann, eine Ausbildung und Wissen zu erwerben oder nicht. Sowie für alle anderen Dienstleistungen muss es für jede Preisklasse etwas Passendes geben. Einige qualitativ hochstehend und somit teuer, andere grundlegend und somit billig. Ausbildung ist kein Recht mehr, sondern ein Produkt.
In Italien ist diese Philosophie Gang und Gäbe und die Sparmaßnahmen konzentrieren sich nicht nur auf die Universitäten und post-obligatorischen Schulen sondern vor allem auch auf die Primarschule. Diese beschäftigen die meisten Mitarbeiter und auch die meisten Kinder, somit ist es also ein großer Kostenpunkt. Seit 2008 plant die Regierung 130‘000 Lehrerstellen innerhalb dreier Jahren abzubauen, Unterrichtsstunden pro Woche und pro Fach zu streichen und Lehrer mit einem befristeten Arbeitsvertrag massiv zu entlassen.
