En este texto se presenta una breve reflexión, elaborada desde una perspectiva anarquista, sobre la reciente situación socio política en Afganistán. Se presenta así un análisis de la ofensiva de la insurgencia fundamentalista, el fin de la ocupación estadounidense, los 40 años de guerra civil e intervención imperialista y la necesidad de solidarizarse con los refugiados y apoyar la resistencia popular.
La ofensiva de la insurgencia fundamentalista y reaccionaria
Kabul ha caído. El Estado Islámico de Afganistán bajo el gobierno de Ashraf Ghani, armado y financiado por las fuerzas de ocupación de los Estados Unidos y la Organización del Tratado del Atlántico Norte (OTAN) se ha desintegrado de forma vergonzosa y rápida, mientras los insurgentes del Emirato Islámico de Afganistán han entrado a la capital el pasado 15 de agosto, sin disparar un tiro más.
Las fuerzas fundamentalistas islámicas del Talibán, llamados los estudiantes del Corán, han logrado recoger el sentimiento antiestadounidense de importantes franjas de la población, al tiempo que se amparan en la producción masiva de Opio para el creciente mercado occidental, además de financiados por las autocracias de Qatar, y sostenidos por las Fuerzas Armadas de Pakistán e Irán. Los Talibán, se han convertido así en el poder dominante sobre el territorio, con niveles de control aún por encima de los que adquirieron a finales de 1990 cuando ejercieron formalmente el gobierno del país.
La captura de la capital se da tras una ofensiva general de los insurgentes reaccionarios, iniciada desde el 1 de mayo de este año, que aprovechaba la impopularidad y debilidad del gobierno por la corrupción y la crisis económica, ofensiva en la que los talibanes terminaron de conquistar en menos de 3 meses cerca de la mitad del país.
Esto además en el marco de los acuerdos de paz de Doha de 2020 de fuerte sabor colonial, firmados entre sus representantes y el gobierno de los Estados Unidos a la cabeza de Donal Trump, sin el concurso del gobierno afgano, para pactar la retirada en 14 meses de las tropas estadunidenses, acuerdo que incentivo la actividad armada de los yihadistas. Todo esto, en un estado de ascenso general de esta fuerza del islamismo político ultraconservador desde 2014, actividad que incluyo muchos crímenes de guerra contra civiles, precisamente en el año que se proclamó el falaz fin de la intervención directa OTAN en el Estado.
El fin de la corrupta ocupación estadounidense
Por otro lado, Estados Unidos que mantuvo su cruel ocupación del país por cerca de 20 años, sostuvo incluso después de la caída del gobierno afgano, su control ilegal de infraestructuras claves como el aeropuerto internacional Hamid Karzai de Kabul, lugar donde se presentaron dolorosas escenas de angustia de los refugiados y un sanguinario atentado del Estado Islámico del Gran Jorasán, organización terrorista financiada por el Estado Turco.
En estas dos décadas, bajo 4 presidencias norteamericanas, como las administraciones de George Bush hijo, Barack Obama, Donald Trump y ahora Joe Biden, con el cerrado apoyo bipartidista y con el concierto de la Unión Europea y la OTAN, el imperio del norte cometió delitos de lesa humanidad que luego busco encubrir como las detenciones ilegales y torturas cometidos en la prisión militar de Bagram o los bombardeos y las muertes de cientos de civiles durante años en todo el país.
Toda la política de ocupación estadounidense se relacionó a la vez, con una profunda red de corrupción que iniciaba en Washington y se extendía hasta Kabul, y en la construcción de un nuevo poder estatal basado en autoritarios señores de las guerras locales (que hoy los traicionan en masa), un programa de seguridad civil con un componente clave de militarización y actividad de las fuerzas de mercenarios internacionales subcontratados, que actuaban por fuera de ley afgana, así como un plan de inversión en infraestructura privatizada y precaria.
40 años de guerra civil e intervención imperialista
Afganistán enfrento así una sangrienta guerra civil de 40 años, responsabilidad mixta tanto de los fundamentalistas religiosos como de las intervenciones imperialistas, confrontación que puede continuar en el futuro cercano como se evidencia en los combates que actualmente se desarrollan en Panshir y los llamados de Rusia a la intervención.
El primer ciclo de esta guerra fue sostenido por las fuerzas muyahidin, financiados por Estados Unidos, Europa Occidental y las monarquías absolutistas de la península arábiga, contra las fuerzas socialistas de la República Democrática de Afganistán, en el poder desde la Revolución de Saur de 1978, que se agravo con la autoritaria intervención de la Unión Soviética en 1980. La lucha contra los comunistas en Afganistán que la Agencia Central de Inteligencia (CIA) organizo bajo el nombre de Operación Ciclón, se convirtió en una yihad, una guerra religiosa de conquista, que reunió extremistas mahometanos de todo el mundo, en donde las fuerzas rebeldes financiados masivamente por el tráfico de heroína, emplearon sistemáticamente métodos terroristas contra la población civil, siendo siempre transportados, armados, entrenados y financiados en los aspectos militares, logísticos y políticos por los Estados Unidos, país donde el neoconservador presidente Regan llamo a la yihadistas, con la venia de la prensa empresarial, “combatientes de la libertad”.
Concluida la ocupación soviética en 1989, y tras la continuación de la intervención imperial de los países occidentales, el segundo ciclo de la guerra se desarrolló luego de derrocado el gobierno nacionalista desde 1992, entre diferentes facciones islámicas reaccionarias de la primera República Islámica de Afganistán. Fueron estas facciones las que terminaron de hundir el país en la miseria, y lograron imponer un brutal retroceso, sin parangón en la historia moderna del país, de las libertades de las mujeres y las minorías étnicas, con el apoyo velado de Estados Unidos, Europa Occidental y sus aliados árabes, que hoy hacen descarada gala de su supuesta preocupación por los derechos humanos.
Más adelante el tercer ciclo de conflicto, se presentó desde 1996 entre los Talibán que se adueñaron del poder y las fuerzas que se les oponían, lideradas por la llamada Alianza Norte. La más larga de estas confrontaciones y el quinto periodo de guerra se da, sin embargo, tras la invasión de Estados Unidos y sus aliados en octubre de 2001, y la instalación de un Estado colonial sostenido por la ocupación internacional, acción a la que los talibanes resistieron con brutalidad, apoyados por Pakistán y Arabia Saudí.
Solidarizarse con los refugiados y apoyar la resistencia popular
Hoy los Estados ocupantes que se retiran derrotados de Afganistán, tienen como mínimo la responsabilidad de acoger a toda la población afgana que busca refugio fuera del país, y no solo a sus colaboradores directos en operaciones militares, salpicados de crímenes de guerra, como lo han pretendido hasta ahora. Como siempre debemos defender el principio de bienvenida y acogida a los refugiados, exigiendo la continuación de los vuelos humanitarios y la reapertura de las fronteras, empezando por el límite con Pakistán, un Estado tan dispuesto a la intervención militar de los mercenarios y tan cerrado a la ayuda humanitaria hacia las víctimas.
Así mismo resulta importante movilizarse para presionar a las empresas multinacionales de los sectores militares, energéticos y civiles, de Estados Unidos y Europa, que se enriquecieron con la ocupación estadounidense y promovieron la corrupción, luchando porque estas retribuyan parte de lo que han despojado y financien la ayuda a los refugiados.
Ya se presentan múltiples expresiones resistencia de diversas fuerzas civiles y grupos de mujeres en las calles del país, como las movilizaciones del pasado 19 de agosto, reprimidas a tiros por las nuevas autoridades talibanes, que encontraran una importante y renovada resistencia popular, resistencia que debemos apoyar y acompañar.
La perspectiva de lucha contra el Talibán y los fundamentalistas religiosos reaccionarios debe incluir también la lucha contra todas las autocracias del golfo pérsico, aliadas de Estados Unidos y Europa, patio de recreo de la burguesía internacional, y escenario de brutal opresión contra la clase trabajadora migrante, las mujeres y las disidencias sexuales. Esta lucha por un medio oriente autónomo, multiétnico y pluricultural puede aprender de la propuesta del confederalismo democrático y la experiencia de autonomía y auto gobierno liderada por el pueblo kurdo en Rojava.
El fundamentalismo religioso y el imperialismo han desangrado el país. Hoy la nueva resistencia popular contra el dominio talibán, protagonizada por las mujeres, que pensamos debe buscar una radical autonomía frente a todos los poderes imperiales, parece ser la única esperanza para su pueblo.
