CONTEXT:

Yesterday the realization of this caravan to the Triqui region, inside of our state of Oaxaca, was announced to the media. In this caravan there are comrades from the Popular Assembly of the Peoples of Oaxaca (APPO), Section 22 of the teachers' union, Oaxacan Voices Constructing Autonomy and Freedom (VOCAL), CACTUS, members of MULTI (Independent Triqui Movement of Unification and Struggle), as well as international observer comrades.

As was already announced, the caravan left today, April 27, 2010, at approximately 11 AM from the city of Huajuapan de Leon, Oaxaca, with the goal of breaking the siege that the Autonomous Triqui Community finds itself in as a result of state and paramilitary repression against the process of autonomy which it is building inside this community. Violent paramilitary attacks have occurred at different moments during the autonomous process of San Juan Copala and have been directed by the paramilitary organization called UBISORT (Union for Social Well-Being in the Triqui Region) which in reality is presided over by Rufino Juárez Hernández and the MULT (Triqui Movement of Unification and Struggle Movement.)

Before the departure of the caravan, the autonomous president of San Juan Copala, Jesús Martínez Flores, placed responsibility for any attack on Evencio Nicolás Martínez, Oaxaca State Attorney General, Jorge Franco Vargas "El Chucky", State Interior Minister, and Carlos Martínez, local PRI candidate for the state congress. Also, he urged UBISORT and MULT to behave responsibly and with earnestness towards the peace negotiations for the Triqui people.

EVENTS:

Approximately 100 kilometers before reaching La Sabana, the road was blocked with rocks, and that is where the cowardly armed attack began, by about 15 paramilitaries in the service of the murderer Ulises Ruiz Ortiz's government (the type of weapon is unknown), leaving vehicles destroyed, wounding a comrade, and leaving two people dead.

During the attack, some comrades escaped, hiding in the hill, and of those who don't know their way we are worried that they have been captured by the paramilitaries. Those comrades who as of now are disappeared are NOE BAUTISTA JIMENEZ, DAVID VENEGAS REYES, and DANIEL ARELLANO CHAVEZ, all of them members of VOCAL.

Regrettably, as information is coming in we know that two comrades lost their lives in this paramilitary attack; they are BEATRÍZ ALBERTA CARIÑO TRUJILLO, a member of CACTUS, and TYRI ANTERO JAAKKOLA, an international observer comrade from Finland. Both died as a result of gunshots.

During the events, comrade MONICA CITLALI SANTIAGO ORTIZ was wounded in the back by a gunshot and was attended to by medics in Juxtlahuaca.

Those who stayed in the area of the shooting were taken from the vehicles and brought to the hill to be interrogated; some were threatened with death and later were released on the highway. Comrade RUBÉN VALENCIA NUÑEZ, a member of VOCAL, was detained by paramilitaries who took his I.D., his cell phone, and threatened him with death, then let him go.

An ambulance came to the site of the events to attend to the wounded, but was also cowardly shot at by the paramilitaries, which forced it to leave. While they were leaving, they found a wounded comrade who they attended to, and to whom they confirmed the death of the comrades previously mentioned.

As a result of the confusion and uncertainty of the events, the location of the previously mentioned comrades is unknown, as is their physical and psychological condition.

WE ENERGETICALLY DENOUNCE:

That this armed attack is a product of the conditions of institutional violence and impunity that paramilitary groups enjoy in this region of our state. Institutional violence directed at the different manifestations of social struggle in Oaxaca, and specifically against the construction of autonomous processes.

This attack occurred in the context of the isolation and state of siege that the municipality of San Juan Copala lives under, where since January the children have not had classes, where the community does not have electricity, potable water, doctors, and lives under permanent paramilitary harassment as a result of the blockade they have established there.

WE DEMAND:

That the murderer Ulises Ruiz's government end the paramilitary attacks in the Triqui region. As well, that he end the financing, arming and impunity that these paramilitary groups enjoy in our state.

The immediate return of our disappeared comrades.

WE CALL:

To the people of Oaxaca, of Mexico, to the international community and the different social organizations, collectives, and groups, to visibly show your solidarity and support with the demand for the return, alive, of our disappeared brothers and for the punishing of those responsible. Also, we fraternally call on you to demand an end to the violent conditions facing the Autonomous Municipality of San Juan Copala.

Seksiyonu, Oaxacalıların Sesi Otonomi ve Özgürlük İnşa Örgütü (VOCAL), CACTUS, MULT-I (Bağımsız Triqui Birlik ve Mücadele Hareketi) üyeleri ve hatta uluslararası gözlemcileri de kapsıyor.

Duyurulduğu gibi, karavan bu topluluk içerisinde inşaa edilen otonomi süreci üzerinde devletin ve paramiliter baskının dışavurumu ve Otonom Triqui Topluluğu etrafındaki kuşatmayı kırma amacıyla 27 Nisan 2010'da saat 11:00'de Oaxaca'da bulunan Huajuapan de León şehrini terk etti. Saldırgan paramiliter saldırılar San Juan Copala'nın otonomi sürecinde farklı zamanlarda ortaya çıkmış ve daha önce paramiliter UBISORT örgütü (Triqui Bölgesi Sosyal Refah Sendikası) tarafından öncülük etmiş, şimdi ise Rufino Juárez Hernández ve MULT (Triqui Birlik ve Mücadele Hareketi) tarafından öncülük edilmektedir.

Karavan gitmeden önce, özerk başkan San Juan Copala, Jesús Martínez Flores herhangi bir saldırı olursa şu insanları sorumlu tutumaktadır: Oaxaca Eyalet Genel Savcısı Evencio Nicolás Martínez, Oaxaca İç İşleri BakanıJorge Franco Vargas, ”el Chuky”, ve PRI partisi yasama adayı Carlos Martínez. Saldırı sırasında, bazı yoldaşlar dağların içlerine doğru kaçtılar. Nerede oldukları bilinmiyor ve paramiliterler tarafından yakalanmış olmalarından korkulmakta. Kayıp yoldaşlar, NOE BAUTISTA JIMENEZ, DAVID VENEGAS REYES, ve DANIEL ARELLANO CHAVEZ, hepsi VOCAL üyesi.

Bu saldırıda hayatını kaybeden iki yoldaşın kimlikleri hakkında henüz bilgi aldık. CACTUS üyeleri olan BEATRÌZ ALBERTA CARIÑO ve Finlandiya'dan uluslarası gözlemci olarak katılan TYRI ANTERO JAAKKOLA. İkisi de vurularak öldürüldüler.

Saldırı sırasında, MONICA CITLALI SANTIAGO ORTIZ sırtından vuruldu ve Juxtlahuaca'da tıbbi yardım aldı.

Olaylar esnasında, yoldaş MONICA CITLALI SANTIAGO ORTIZ silahla sırtından yaralandı ve Juxtlahuaca'da doktorlar tarafından müdahale edildi.

Olay yerindeki diğer insanlar araçlardan inmeye zorlandılar ve sorgulanmak üzere dağa götürüldüler. Otoyol'da bırakılmadan önce bazıları ölümle tehdit edildiler. VOCAL üyesi RUBÈN VALENCIA NUÑEZ kaçmadan önce, seçmen kayıt kartı ve cep telefonunu alan paramiliterler tarafından ölümle tehdit edildi.

Olay yerine gelen ambülans yaralılara tıbbi yardım verdi, ancak ambülansa da paramiliterler tarafından korkakça ateş açıldı ve ambulans ayrılmak zorunda kaldı. Ayrılırken, doktorlar yaralı yoldaşların yanına yardım etmeye gelmişlerdi ve daha önce sözü edilen iki yoldaşın öldüğünü doğruladılar.

Olayların karışıklığının sonucu olarak, önceden bahsedilen -kayıp- yoldaşların nerede oldukları, fiziksel ve psikolojik olarak nasıl oldukları bilinmiyor.

ŞİDDETLE KINIYORUZ:

Bu silahlı saldırı, bizim bölgemizdeki paramiliter grupların ve kurumsal şiddet koşullarının bir ürünü. Kurumsal şiddet, Oaxaca'daki sosyal mücadelelerin farklı gösterilerinde yönetildi, özellikle de otonom aktivitelerin inşaasına karşı kullanıldı.

Bu saldırı, izolasyon ve Ocak'tan bu yana çocukların derslerinin yapılmadığı, elektriklerin, içilebilir suyun ve doktorların olmadığı ve kendi kurdukları blokajın sonucu olarak kalıcı paramiliter saldırıların yaşandığı San Juan Copala belediyesinin içerisinde yaşadığı kuşatma durumu bağlamında ortaya çıkmıştır.

İSTİYORUZ:

- Katil Ulises Ruiz hükümetinin Triqui Bölgesi'ndeki paramiliter saldırılarına, finansal desteğine, silah teminine ve bizim bölgemizdeki bu paramiliter gruplara yönelik dokunulmazlık sağlamasına son vermesini;

- Kaybolan yoldaşlarımızın derhal verilmesine dair söz verilmesini.

ÇAĞIRIYORUZ:

Oaxaca, Meksika insanlarını ve uluslarası topluluklar ve farklı sosyal örgütlenmeleri, kolektifleri ve grupları,

Dayanışma ve desteklerini görünürleştirmeye çağırıyoruz, kardeşlerimizin yaşarken görmek ve sorumluların cezalandırılmasını istiyoruz. Aynı zamanda San Juan Copala Otonom Belediyesi'ne yönelik olan şiddetli baskıya yönelikte karşı çıkmanızı istiyoruz.

Agression armée contre la Caravane d’appui et de solidarité avec la Municipalité de San Juan Copala, Oaxaca.

CONTEXTE

Depuis la journée d’hier, une annonce a été envoyée dans les médias à propose d’une Caravane en solidarité avec la région Triqui, dans notre État de Oaxaca. Les participants à la Caravane incluent des membres de l’Assemblée populaire des peuples de Oaxaca (APPO), la section 22 du syndicat des professeurs, Voix Oaxaquéennes Construisant l’Autonomie et la Liberté (VOCAL), des membres de MULT-I (Mouvement indépendant Triqui d’unification et de luttes), ainsi que des observateurs internationaux.

Tel qu’il avait été prévu et annoncé, la caravane a quitté la ville de Huajuapan de Leon, Oaxaca, à 11 :00 le 27 avril 2010, avec l’objectif de briser le siège de la communauté autonome Triqui, une conséquence de la répression paramilitaire et étatique au processus d’autonomie qui est en train d’être construit par cette communauté. De violentes attaques paramilitaires ont eu lieu à plusieurs reprises durant le processus autonome de San Juan Copala et ont été menées par l’organisation paramilitaire UBISORT (Union de Bien-Être Social de la Région Triqui), qui est actuellement présidée par Rufino Juarez Hernandez et MULT (mouvement d’unification et de lutte Triqui).

Avant le départ de la caravane, le président autonome de San Juan Copala, Jesus Martinez Flurez a déclaré tenir pour responsables de quelque agression que ce soit Evencio Nicolas Martinez, Procureur général de l’État, Jorge Franco Vargas « el Chucky », Secrétaire du gouverneur de l’État et Carlos Martinez, candidat du PRI pour les législatives. Il a également exigé que UBISORT et MULT agissent avec responsabilité et sérieux dans les pourparlers de paix pour le peuple Triqui.

LES FAITS

Une centaine de kilomètre avant d’arriver à La Sabane, la route était bloquée avec des pierres et c’est à cet endroit que débuta la lâche agression avec des armes à feu (dont le calibre est à ce jour inconnu), perpétrée par environ 15 paramilitaires au service du gouvernement de l’assassin Ulises Ruiz Ortiz. L’agression a détruit les véhicules, blessé une camarade et on reporte deux personnes décédés.

Durant l’attaque, quelques camarades se sont enfuis en courant vers les montages et leur location actuelle est inconnue : nous sommes préoccupés par le fait qu’ils aient été capturés par les paramilitaires. Les camarades qui à ce moment sont ‘disparus’ sont NOE BAUTISTA JIMENEZ, DAVID VENEGAS REYES et DANIEL ARELLANO CHAVEZ, tous membres de VOCAL.

Malheureusement, selon les informations actuelles, nous apprenons que deux camarades ont perdu la vie durant cette attaque paramilitaire. Il s’agit de BEATRIZ ALBERTA CARINO TRUJILLO, membre de CACTUS et TYRI ANTERO JAAKKOLA, observateur international originaire de Finlande. Les deux décès ont été causés par des tirs d’armes à feu.

Durant les événements, MONICA CITLALI SANTIAGO ORTIZ a été blessé au dos par un tir d’arme à feu et a été reconduite à Juxtlahuaca pour y recevoir des soins.

Ceux et celles qui demeurèrent sur les lieux de l’agression durent descendre de leur véhicules et furent emmenés en bas de la montagne pour être interrogés, quelques-uns furent menacés de morts avant d’être relâchés sur l’autoroute. RUBÈN VALENCIA NUÑEZ, membre de VOCAL a été détenu par les paramilitaires qui lui ont retiré sa carte d’électeur, son cellulaire et qui a été menacé de mort, avant d’être relâché.

Une ambulance est arrivée sur les lieux afin de dispenser des soins aux blessés, mais on a également ouvert le feu lâchement sur le véhicule qui a été contraint de quitter les lieux. Au moment de sa fuite, les ambulanciers ont trouvé une camarade blessée à qui ils ont pu dispenser des soins et à qui ils ont confirmés le décès des personnes ci-haut mentionnées.

À cause de la confusion et de l’incertitude quant aux faits, la location des compagnons mentionnés, de même que leur condition physique et psychologique est inconnue.

NOUS DÉNONCONS AVEC FORCE :

Que cette attaque armée est le produit des conditions de violence institutionnelle et d’impunité dont jouissent les paramilitaires dans cette région de notre État. La violence institutionnelle est dirigée contre les différentes expressions de la lutte sociale à Oaxaca et spécifiquement envers la construction de processus autonomes.

Cette agression se déroule dans le contexte entourant les circonstances d’isolement et l’état de siège vécu par la municipalité de San Juan Copala, où depuis le mois de janvier, les enfants n’ont pas accès à l’école, l’accès à l’électricité et l’eau potable a été coupé et que la communauté n’a pas accès à des soins médicaux. San Juan Copala vit en permanence un harcèlement paramilitaire à cause que la route a été bloquée à l’entrée du village.

NOUS EXIGEONS :

Que le gouvernement de l’assassin Ulises Ruiz mette fin aux attaques paramilitaires dans la région Triqui, et que cesse le financement, l’armement et l’impunité dont profitent ces groupes paramilitaires dans notre État.

NOUS APPELONS :

Au peuple de Oaxaca, du Mexique, à la communauté internationale et aux différentes organisations sociales, collectifs et groupes à démontrer leur solidarité et appui afin d’exiger la présentation en vie de nos frères disparus et le châtiment des responsables. De plus, nous vous appelons solidairement à exiger que cessent les conditions de violence contre la municipalité Autonome de San Juan Copala.

Many people figure they deliberately let the black bloc run free as a rationalization for the billion squandered on “security.” An equal number believe the violence was a warning of what to expect if people react against the coming government cut-backs, the so-called austerity program to destroy workers living standards. Others think that the government does not have such a fine tuned level of control and the police simply went berserk, venting their hatred against those who do not share their anti-democratic sentiments.
