Residents of Soweto fought a very lonely struggle for more than 5 years against the forceful installation of pre-paid water meters. On the 30th of April 2008, Johannesburg High Court declared pre-paid water meters both illegal and unconstitutional. The poor and the working class defeated the City of Johannesburg (COJ), Johannesburg Water (JW) and the Department of Water Affairs and Forestry (DWAF).
