Nell'estate del 2008 un gruppo di persone attive negli ambienti della cultura alternativa locale ha iniziato a costruire la Fabbrica della Cultura in una vecchia fabbrica nella periferia di Tartu. Vi fanno riferimento diversi collettivi ed individualità che si danno da fare per molte iniziative.
