Ο Αναρχικός ανθρωπολόγος Harold Barclay από τον Καναδά μας είχε εμπνεύσει και τους δυο και παρόλο που ο David ήταν μαθητής του Marshall Salins, γνώριζε το έργο του και όπως μου είχε εκμυστηρευθεί, το βιβλίο του Barclay Άνθρωποι χωρίς Δια-κυβέρνηση (People without Government) ήταν αυτό που τον είχε εμπνεύσει να γράψει το δικό του βιβλίο Αποσπάσματα για μια Αναρχική Ανθρωπολογία που έχει μεταφραστεί στα Ελληνικά από τις εκδόσεις Στάσει Εκπίπτοντες. Όπως περιγράφει ο Guillaume, η συλλογική εξουσία είναι το αποτέλεσμα της ομοσπονδιοποίησης των ομάδων και ενεργεί για τη διατήρηση και εγγύηση της ομοσπονδιακής σύμβασης. Estas palabras, pronunciadas por el anarquista Lucio Urtubia en una entrevista en Radio Klara, fueron las que elegí colocar al inicio del prólogo de mi segundo libro, “El bienestar malherido. Seguridad Social, desempleo y flexiguridad en el siglo XXI”, publicado en el año 2008.

Eran los tiempos del inicio de la crisis global más importante desde 1929. “El bienestar malherido”, un libro breve en formato de bolsillo con una portada del compañero Oscar O., que imitaba, trascendiéndolas, las ilustraciones de sendos discos de Dead Kennedys y The Crass, pretendía hacer una aproximación didáctica y manejable a las nuevas (entonces) tendencias gerenciales a favor de la flexibilidad laboral y la reforma de las pensiones. El corazón de lo que luego conoceríamos como “austeridad neoliberal” estaba ahí.

Il 2020 è iniziato con alcuni cambiamenti a livello regionale, e soprattutto con la continuità dell'enorme e incredibile mobilitazione del popolo cileno. Quella rivolta popolare che ha attraversato più di 100 giorni ha cambiato la situazione sociale e politica di quel Paese, e ha avuto un impatto anche sull'intera regione. È apparso un nuovo scenario e, come abbiamo detto nell'analisi precedente, si inserisce nel quadro dell'enorme ondata di mobilitazioni popolari che si è dispiegata per le comunità latinoamericane (Haiti, Ecuador, e altri Paesi con minore intensità). Come si vede, è tempo per la gente in strada, questi sono tempi di lotta.
Allo stesso tempo, sta iniziando in tutto il mondo una nuova crisi economica che sta aumentando con il Coronavirus e il suo impatto sui mercati internazionali. La questione del petrolio e i suoi effetti sulle economie periferiche dell'America Latina possono avere un impatto anche sul costo della vita e sulla legittimità della tecnocrazia ultraliberale, che continua a far parte di questa nuova fase in tutto il nostro continente.
Ma la pandemia del coronavirus ha portato con sé anche una serie di cambiamenti in questa nuova fase, difficile e prematura da valutare. Tuttavia, il suo impatto ci costringe a discutere di una nuova situazione, una fase globale che sta cambiando con politiche di controllo di massa e misure repressive crescenti, ed è qui che i tre decenni di devastazione del neoliberismo diventano evidenti con il crollo della sanità pubblica e delle misure di sicurezza sociale.

O ano de 2020 começou com algumas mudanças na região, mas sobretudo com a continuidade da imensa mobilização do povo chileno, essa revolta popular que dura já muito mais do que cem dias e que mudou a situação social e política daquele país, mas também da região. Ela abre um novo cenário e se inscreve, como dizíamos em análises anteriores, na onda de mobilizações que os povos latino-americanos vêm realizando (Haiti, Equador e em outros países com menor intensidade). São tempos de povo na rua, são tempos de luta.

Ao mesmo tempo, começa no mundo uma crise econômica que se aprofunda com o coronavírus e seu impacto nos mercados internacionais. A questão do petróleo e seus efeitos nas economias periféricas da América Latina também podem impactar no custo de vida e na legitimidade da tecnocracia ultraliberal que continua fazendo parte dessa nova fase no nosso continente.

Mas a pandemia do coronavírus traz também uma série de mudanças nessa etapa, que é difícil e prematuro avaliar seus efeitos. No entanto, seu impacto nos obriga a falar de uma situação nova, uma etapa global que está mudando com uma política de controle de grandes populações e aumento de medidas repressivas, em que se tornam evidentes, além do mais, os estragos ocasionados por mais de três décadas de neoliberalismo com o desmantelamento da saúde pública e da previdência social.

2020 has started with some changes at region level, and especially with the continuity of the huge and incredible mobilization of the Chilean people. That popular revolt which has been through more than 100 days, has changed social and political situation of that country, and also has impacted the entire region. New scenery appeared and, as we said in preceding analysis, comes within the framework of the huge wave of popular mobilizations that’s been deployed for Latin Americans communities (Haiti, Ecuador, and other countries with less intensity). As we can see, it’s time for the people on the streets, these are fighting times. At the same time, it’s starting all over the world a new economic crisis that’s being increasing with Coronavirus and its impact on international markets. The issue of Oil and its effects on peripheral economies from Latin America also can impact the cost of living and the ultra-liberal technocracy’s legitimacy, which continues being part of this new phase all over our continent. But also, the coronavirus’s pandemic brought with it a series of changes in this new phase, which is difficult and premature to judge its impact. Nevertheless, its impact compels us to discuss a new situation, a global phase that is changing with masses control policies and increasing repressive measures, and there’s where the three decades of neoliberalism’s ravages becomes evident with the breakdown of public health and social safe measures. Other areas of struggle are also vital. People can and should struggle against oppression wherever they find it and struggle outside the workplace can win reforms and radicalise people. But unless we take the workplaces off the capitalists we’ll never beat them. Our victories will be partial and reversible. Our struggles outside the workplace should also be directed towards building a force that can take its politics inside it.
