Επιπλέον, οι κοοπερατίβες δε θα πρέπει να στοχεύουν στο κράτος να ενσωματώσει τους εργαζόμενους στη διοίκηση. Οι ουσιαστικές κατακτήσεις των εργατών θα είναι το αποτέλεσμα του αγώνα που δίνουν στους χώρους εργασίας, μέσα από μορφές άμεσης δράσης που έρχονται σε ευθεία αντιπαράθεση με το κεφάλαιο. Οι σοσιαλιστές που στρέφονται στην εργασία σε συνεταιρισμούς μπορεί κάλλιστα να είναι σοσιαλιστές στην καρδιά και την πρόθεση, αλλά δεν ακολουθούν επαναστατική στρατηγική.

Κάθε τόσο το ζήτημα των κοοπερατίβων εγείρεται στο επαναστατικό σοσιαλιστικό κίνημα. Αισιόδοξες θέσεις υποστηρίζουν ότι οι συνεταιρισμοί μπορούν να αποτελέσουν τη βάση για την αντικατάσταση του καπιταλισμού με μια νέα οικονομία που θα βασίζεται στην αλληλεγγύη και την εργασία, όπου οι εργαζόμενοι θα έχουν τον «έλεγχο». Μάλιστα, αυτές οι απόψεις υποστηρίζουν ότι οι κοοπερατίβες αποτελούν ζωτικό μέρος της επαναστατικής στρατηγικής. Αυτές οι θέσεις έχουν διατυπωθεί ήδη στο παρελθόν, υπάρχουν στο παρόν και θα αναπαράγονται και στο μέλλον. Ωστόσο, τα θετικά χαρακτηριστικά των συνεταιρισμών δεν μπορούν να αντικαταστήσουν την επαναστατική στρατηγική και την οικοδόμηση της δύναμης της εργατικής τάξης ενάντια στον καπιταλισμό.

Οι συζητήσεις σχετικά με τον ρόλο των συνεταιρισμών στην επαναστατική στρατηγική μπορούν να ανιχνευθούν πίσω στη δεκαετία του 1850 και στην Α’ Διεθνή, όταν οι μουτουαλιστές όπως ο Πιέρ Ζοζέφ Προυντόν και ο κομμουνιστής Τσαρλ Μπίσλεϊ υποστήριζαν τις συνεταιριστικές οικονομίες. Πίστευαν ότι καθώς οι εργάτες συγκέντρωναν τα δικά τους κεφάλαια και τα επένδυαν από κοινού, οι συνεταιρισμοί θα μπορούσαν σιγά-σιγά να αντικαταστήσουν τις ατομικές καπιταλιστικές επιχειρήσεις. Ενώ πρότειναν μια ποικιλία σχεδίων, για να κάνουν αυτό το σχέδιο να καρποφορήσει, η πραγματικότητα ήταν ότι το κεφάλαιο δεν μπορούσε να προσαρμοστεί, για να εξυπηρετήσει την εργατική τάξη. Οι ρεφορμιστικές θέσεις των μουτουαλιστών αμφισβητήθηκαν από ανθρώπους όπως ο Ζοζέφ Ντεζάκ και ο Ευγένιος Βαρλέν, οι οποίοι κατανοούσαν ότι το κεφάλαιο πρέπει να αντιμετωπιστεί και να ανατραπεί με μαχητικό, ένοπλο αγώνα της εργατικής τάξης.

Σήμερα στην Αυστραλία οι θιασώτες της συνεταιριστικής οικονομίας αναφέρονται στην Earthworker. Η Earthworker κατασκευάζει «συσκευές και εξαρτήματα ανανεώσιμων πηγών ενέργειας» και βλέπει τον εαυτό της ως «μέρος της διασφάλισης μιας δίκαιης μετάβασης για τις κοινότητες που επηρεάζονται από τη μετάβαση από τα ορυκτά καύσιμα στις ανανεώσιμες πηγές ενέργειας…» Αυτό ισχύει τουλάχιστον για το αρχικό εγχείρημα της Earthworker, η οποία ανέλαβε ένα εργοστάσιο που έκλεισε μετά το τέλος της βιομηχανίας ηλεκτροπαραγωγής από άνθρακα στην κοιλάδα Λα Τρόουμπ, στη Βικτώρια. Η Earthworker έχει έκτοτε επεκταθεί σε υπηρεσίες καθαρισμού και είναι ανοιχτή στην επέκταση σε νέα έργα.

Η Earthworker σημειώνει ότι «πιστεύει ότι η κοινωνική και η περιβαλλοντική εκμετάλλευση είναι αλληλένδετες και ότι τα προβλήματα της κλιματικής αλλαγής, της εργασιακής ανασφάλειας και της αυξανόμενης ανισότητας πρέπει να αντιμετωπιστούν ταυτόχρονα, μέσω μεγαλύτερης από τα κάτω οικονομικής ιδιοκτησίας». Ωστόσο, πρέπει να τεθεί το ερώτημα πόσο μακριά φτάνει η «μεγαλύτερη από τα κάτω οικονομική ιδιοκτησία» απέναντι στη γιγαντιαία δύναμη της βιομηχανίας ορυκτών καυσίμων και των διεθνών εταιρειών. Η δύναμη μερικών εργαζομένων που είναι ενωμένοι σε μια μικρή επιχείρηση ωχριά απέναντι στο οργανωμένο εργατικό κίνημα, δηλαδή τη μοναδική δύναμη που μπορεί να αντιμετωπίσει το κεφάλαιο. Ιστορικά, ακόμη και όταν οι εργαζόμενοι ενώνουν τους πόρους τους και προσπαθούν να δημιουργήσουν «εναλλακτικές» οικονομίες, αυτές καταλήγουν είτε να αποτυγχάνουν είτε να αναγκάζονται να προσαρμοστούν στις παραδοσιακές επιχειρηματικές πρακτικές, προκειμένου να είναι ανταγωνιστικές.

Όλα αυτά δεν έχουν σκοπό να υποτιμήσουν τις προσπάθειες ούτε τους ανθρώπους που συμμετέχουν σε μια συνεταιριστική επιχείρηση όπως η Earthworker. Η γέννηση της Earthworker ήταν μια οργανική απάντηση στην απώλεια θέσεων εργασίας και στην κάλυψη μιας κενής θέσης στην αγορά. Εντούτοις, τμήματα της ριζοσπαστικής αριστεράς στην Αυστραλία και η υποστήριξή της στις κοοπερατίβες πρέπει πάραυτα να επικριθούν. Στο τελευταίο πρόγραμμα των Σοσιαλιστών της Βικτώριας, στη θεματική ενότητα «Εργαζόμενοι και συνδικάτα» παρουσιάζεται μια πολιτική που στοχεύει στην «εισαγωγή μέτρων που ενθαρρύνουν τον εργατικό έλεγχο και τη συμμετοχή των εργαζομένων στη λήψη αποφάσεων στον χώρο εργασίας…» μέσω νομικών μεταρρυθμίσεων που διασφαλίζουν ότι οι εργαζόμενοι λαμβάνουν δικαιώματα διοίκησης, μερίδιο στα κέρδη και το πρόσθετο μέτρο της επιβολής υψηλότερων φόρων μισθοδοσίας στις μη συνεργατικές επιχειρήσεις. Θα προσφέρουν, επίσης, φορολογικές ελαφρύνσεις στους συνεταιρισμούς ενθαρρύνοντάς τους ως «κανονική μορφή ιδιωτικής επιχείρησης». Λες και η εργατική τάξη επωφελείται από την ιδιωτική επιχειρηματικότητα και τον περισσότερο ανταγωνισμό!1 Ο σοσιαλισμός της αγοράς μπορεί να προκύψει από μια ατελή ή αποτυχημένη προσπάθεια επανάστασης, αλλά δεν είναι κάτι για το οποίο πρέπει να αγωνιστούμε ενεργά.

Τέτοιες ιδέες είναι πραγματικά άσχετες με το σημερινό πλαίσιο της οικονομίας και της ταξικής πάλης. Ο καπιταλισμός έχει ήδη αναπτύξει τόσο τεράστιες παραγωγικές δυνάμεις, ώστε μια μελλοντική επανάσταση θα πρέπει να λάβει σοβαρά υπόψη της το καθήκον της κατάργησης της παραγωγής για ανταλλακτική αξία. Τα εμπορεύματα που παράγονται για μια αγορά εξακολουθούν να απαιτούν από τον εργάτη να υπόκειται στην έλλειψη ορθολογικού σχεδιασμού. Ως αποτέλεσμα, πρέπει να «πειθαρχήσουν» τον εαυτό τους αποδεχόμενοι μειώσεις μισθών και αυξήσεις στην ένταση της εργασίας, προκειμένου να διατηρήσουν ένα ανταγωνιστικό καθεστώς στην αγορά. Ακόμη και αν αυτές οι αποφάσεις λαμβάνονται δημοκρατικά, δεν υπάρχει πραγματική ανατροπή των καπιταλιστικών σχέσεων.

Όπως σημείωσε ο Καρλ Μαρξ στην Κριτική του Προγράμματος της Γκότα, οι κοοπερατίβες, που ιδρύθηκαν στον αγώνα με την κατάληψη των καπιταλιστικών επιχειρήσεων, έχουν «αξία μόνο στον βαθμό που είναι ανεξάρτητο δημιούργημα των εργατών και όχι προστατευόμενοι είτε της κυβέρνησης είτε των αστών». Έτσι, το μεταβατικό πρόγραμμα ενός πολιτικού κόμματος που θέλει να εντάξει τους εργαζόμενους στη διαχείριση του κράτους και της καπιταλιστικής οικονομίας δεν είναι επαναστατικό. Σε ένα άρθρο του 1897 στην εφημερίδα L’Agitazione, με τίτλο «Οι πειραματικές αναρχικές αποικίες», ο Ερρίκο Μαλατέστα σημείωνε, επίσης, την αντίφαση πως όσοι ζουν ή εργάζονται σε συνεταιριστικές σχέσεις πρέπει αναγκαστικά να πειθαρχήσουν, προκειμένου να διατηρήσουν το κέρδος, παρέχοντας έτσι φτηνή εργασία στην αγορά, η οποία υποτιμά το υπόλοιπο προλεταριάτο.

Επομένως, το ζήτημα των θετικών ή αρνητικών πτυχών των συνεταιρισμών είναι αμφισβητήσιμο. Ακόμα και αν η εργασία των ατόμων μπορεί να μετασχηματιστεί ελαφρώς με το να έχουν δικαίωμα ψήφου για τις μεθόδους και τους στόχους της παραγωγής, η ίδια η φύση των συνεταιρισμών ως θεσμών για την παραγωγή εμπορευμάτων τούς καθιστά ένα επαναστατικό αδιέξοδο. Ακόμα και οι επιχειρήσεις που καταλαμβάνονται από τους εργάτες κατά τη διάρκεια του αγώνα και μετατρέπονται σε συνεταιριστική παραγωγή αντιμετωπίζουν αδιέξοδο, αν ο ευρύτερος αγώνας σε ολόκληρη την κοινωνία δε συνεχίσει να προχωράει μπροστά. Έτσι, αν και αλληλένδετες, οι υποκειμενικές και αντικειμενικές συνθήκες της καπιταλιστικής κρίσης και της σοσιαλιστικής συνείδησης αναδεικνύονται περισσότερο από τη συνεχιζόμενη σύγκρουση και την ταξική πάλη ενάντια στις υπάρχουσες συνθήκες παρά από τη συνεταιριστική παραγωγή.

Δύο μικρά παραδείγματα μπορούν να καταδείξουν την επαναστατική θέση. Κατά τη διάρκεια του Biennio Rosso (Κόκκινη Διετία) της Ιταλίας, εκατοντάδες χιλιάδες εργάτες κατέλαβαν τα εργοστάσια στη βόρεια Ιταλία. Οι επαναστάτες αναρχικοί της Ιταλικής Αναρχικής Ένωσης (UAI) και της Ιταλικής Συνδικαλιστικής Ένωσης (USI) σημείωσαν ότι τα κατειλημμένα εργοστάσια στα χέρια των ίδιων των εργατών δεν αποτελούσαν από τη φύση τους μια επαναστατική κατάσταση. Το καπιταλιστικό κράτος πρέπει να αμφισβητηθεί και να ανατραπεί. Υποστήριξαν ότι οι εργάτες πρέπει να ξαναρχίσουν την παραγωγή, προκειμένου να τραφούν όλοι. Άλλωστε, η επανάσταση δε γίνεται από τη μια μέρα στην άλλη. Όμως, οι Ιταλοί εργάτες χρειάζονταν όπλα και οργάνωση, για να προωθήσουν περαιτέρω τον αγώνα. Δυστυχώς τους απογοήτευσαν άλλες αριστερές οργανώσεις, οι οποίες αρνήθηκαν να προχωρήσουν τις απεργίες περαιτέρω ή να οργανωθούν, για να οπλίσουν τους εργάτες, συμπεριλαμβανομένης της πλειοψηφίας των μαρξιστών.

Το 1969 η κατασταλτική κυβέρνηση της Ουρουγουάης θέσπισε εργατικούς νόμους με στόχο την κατάρριψη της μαχητικής συνδικαλιστικής οργάνωσης σε όλη τη βιομηχανία επεξεργασίας κρέατος. Ο μεγάλος συνεταιρισμός El Cerro Refrigeration Establishment υποστήριξε τις μεταρρυθμίσεις, επιχειρώντας παράλληλα να διαλύσει τα συνδικάτα. Ως απάντηση, τα συνδικάτα που επηρεάστηκαν σε μεγάλο βαθμό από την Αναρχική Ομοσπονδία της Ουρουγουάης (FAU) δημιούργησαν ένα καμπ έξω από τον συνεταιρισμό, ξεκίνησαν απεργίες σε όλη τη βιομηχανία και κατέλαβαν τους χώρους εργασίας τους. Οι συνεταιρισμοί παρουσιάζονται συχνά ως ένα πιθανό «συμπλήρωμα» στον αγώνα των εργαζομένων. Όμως, το 1969 στην Ουρουγουάη υπονόμευσαν ανοιχτά το εργατικό κίνημα. Έτσι, ενώ η El Cerro Refrigeration υπονόμευε την εργατική αλληλεγγύη, η FAU απάντησε μέσω της Οργάνωσης Εργαζομένων-Σπουδαστών (ROE), για να συγκεντρώσει κεφάλαια, να δημιουργήσει οδοφράγματα και να πολεμήσει την αστυνομία. Η ROE ήταν μια στρατηγική μαζική οργάνωση που χρησιμοποιήθηκε ως πραγματικό συμπλήρωμα της ταξικής πάλης, κινητοποίησε κοινωνικούς τομείς εκτός των συνδικάτων, για να βοηθήσει στην κλιμάκωση της ταξικής πάλης. Αυτές οι τακτικές ήταν μέρος μιας μακροπρόθεσμης στρατηγικής για την ανάπτυξη της ταξικής συνείδησης και την οικοδόμηση της αντιπαράθεσης με το κράτος και την προετοιμασία για την ανατροπή του καπιταλισμού.

Η ιστορικά αισιόδοξη θέση ότι οι συνεταιρισμοί θα μπορούσαν να οικοδομήσουν μια εναλλακτική λύση στον καπιταλισμό ή να διαδραματίσουν σημαντικό ρόλο στη μετάβαση είναι ακόμη πιο περιττή σήμερα. Αντίθετα, οι επαναστάτες έχουν την ευθύνη να αναπτύξουν και να δεσμευτούν σε στρατηγικές κατάλληλες για την ανατροπή του κράτους και του κεφαλαίου. Οι συνεταιρισμοί μπορεί να διαδραματίσουν θετικό ρόλο σε κοινότητες όπου το κεφάλαιο δεν παρέχει τα αναγκαία αγαθά ή μπορεί να δημιουργηθούν με την κατάληψη ενός καπιταλιστικού χώρου εργασίας κατά τη διάρκεια μιας περιόδου έντονης ταξικής πάλης. Αυτές είναι απολύτως λογικές καταστάσεις, αλλά οι επαναστάτες θα πρέπει να βρίσκονται μαζί με τη μάζα των εργαζομένων βοηθώντας στην οργάνωση του αγώνα και στην προώθηση του ταξικού πολέμου. Επιπλέον, οι κοοπερατίβες δε θα πρέπει να στοχεύουν στο κράτος να ενσωματώσει τους εργαζόμενους στη διοίκηση. Οι ουσιαστικές κατακτήσεις των εργατών θα είναι το αποτέλεσμα του αγώνα που δίνουν στους χώρους εργασίας, μέσα από μορφές άμεσης δράσης που έρχονται σε ευθεία αντιπαράθεση με το κεφάλαιο. Οι σοσιαλιστές που στρέφονται στην εργασία σε συνεταιρισμούς μπορεί κάλλιστα να είναι σοσιαλιστές στην καρδιά και την πρόθεση, αλλά δεν ακολουθούν επαναστατική στρατηγική.

In May of 2023 several Black Rose / Rosa Negra (BRRN) militants organizing in the healthcare sector attended the Health Autonomy Convergence (HAC) in Durham, North Carolina. This is their collective reflection on and analysis of the event and of the prospects for radical labor organizing in healthcare more generally.

Last May, 200 anti-authoritarian healthcare workers gathered together in Durham, North Carolina for the first Health Autonomy Convergence. With many more healthcare workers wanting to attend but unable to, because capacity was reached within a day of registration opening, this event speaks to a huge desire for radical political approaches among healthcare workers. This is unsurprising, given what we have been through since the beginning of the pandemic, and the failures of the racist capitalist system we see everyday as we try to provide care in this broken world.

The fact that this was a conference specifically for healthcare workers, rather than a gathering to discuss healthcare abstractly or theoretically, was an important feature. We believe it is critical to encourage an organizing orientation among radicals, which means shifting the focus from the WHAT (like the issue of healthcare), to the WHO (like healthcare workers). As healthcare workers, we need spaces to connect with others who share the same needs and struggles as us, and who face the same healthcare industry bosses that we need to build power against.

Among anarchists in the US, an organizing orientation is rare. It is more common for anarchists and the anarchist-adjacent to be oriented toward the activist world of issue-based projects and ideologically-closed collectives. This is neither surprising nor limited just to anarchists, given that most communities in the US today are cut off from any memory of sustained and transformative collective struggle. The norm in the US left is spectacle: protests or marches, often organized by professional activists, that appeal to the media or “the public” without a critical engagement with who has the power to meet our demands. US anarchists may take these protests up a notch on the street, but many still lack a coherent sense of how a demonstration might build power for the mass of people. More recently, anti-authoritarian political projects are largely internally focused, with emphasis on how we speak and how to decolonize our individual thoughts and social relations. There is an unquestioned sense of resignation that the thing we need — an actual anarchist social revolution — is a hopelessly unrealistic vision to be invoked only as rhetoric, rather than something toward which we can make practical progress here and now.

Among anti-authoritarian healthcare workers, political projects tend toward street medic collectives, DIY herbalism projects, efforts to change the way we speak with our patients, or maybe a writing and propaganda project with other radical healthcare workers. These kinds of activist projects made up the majority of the sessions at HAC as well. These projects can indeed make useful contributions, but without a conscious plan for how to connect them with a broader movement that builds and wields the power of healthcare workers, and without an active process for reaching out to and bringing in previously unpoliticized healthcare workers, these projects often end up creating an insular subculture: separated from society, rather than engaged in struggle within it. Without a mass movement that can actively embrace the vast swaths of dissatisfied health workers by offering a genuine strategy to challenge the horrific conditions we face and, more broadly, to attack the murderous capitalist healthcare system that creates these conditions, we will remain isolated and largely powerless.

As BRRN members, we were motivated to participate in HAC to share what an organizing perspective within healthcare can look like. We wanted to show that there is an alternative to the default activist model, and share how healthcare workers can take simple steps toward organizing — a necessary step in a strategy for systemic change and ultimately social revolution.

At HAC, the slogan chosen by the conference organizers was: “Seize the Hospitals”. We agree wholeheartedly, both in sentiment and real practical terms. We agree because seizing hospitals is something that we actually can do, if we are powerful and organized enough to pull it off. If we are going to liberate our healthcare system and turn it into something that is controlled by the workers, patients, and neighborhoods, then as healthcare workers we do need to physically seize the hospitals. But at HAC we unfortunately did not see how this slogan could become reality, outside of a couple historical discussions of past movements. The idea of radical change, of mass collective action, of seizing the hospitals, of revolution, remains an abstract slogan if there isn’t an explicit connection to what we are doing in the here and now.

To build our vision of collective organization in healthcare, we put together a panel for the convergence during which healthcare workers shared their experiences with organizing at work. With panelists speaking to a range of experiences — a unionized nurse in a major urban hospital striking and organizing to transform the union, a non-union nurse in a home care setting talking about her first steps in organizing, a social worker discussing a successful campaign to unionize in a right-to-work state, and a nurse talking through the challenges of a stalled campaign at an academic hospital in the south — our hope was to give practical examples of what organizing in healthcare can look like and motivation to start something similar. From the conversation during the workshop and responses after, it seems to have worked: people were able to make connections to their own workplace experiences and asked for advice on dealing with their own challenges. After seeing how other healthcare workers managed to build power and make changes in their hospitals, they said that they felt more inspired and capable to take action themselves.

We paired this panel on organizing experiences with a workshop breaking down the steps of workplace organizing in healthcare and showing how it is an essential part of revolutionary struggle. Workplace organizing is outside of most healthcare workers’ experiences in an era when unionization is near rock-bottom lows and online activism often takes the place of rooted social movements. We believe it is important to re-introduce workers to basic tools like workplace mapping, one-on-ones, and building an organizing committee, and to practice these together so we can work through the anxieties of doing this challenging work with our co-workers. This workshop landed a little more unevenly. A couple of people in the workshop expressed discomfort with the model of organizing one-on-ones, when we have intentional conversations with our co-workers to listen, agitate, and invite them to take action. Their concern was that it felt manipulative to go into a conversation with a goal and with the intention of asking somebody to join an organizing campaign. Since we can’t do much in life without asking other people to do things with us, this felt like a disempowering and disappointing response. But other workshop participants said they found the organizing skills to be useful and practical.

Not only are these skills often not available to radicals, but when they are available, they are usually disconnected from any revolutionary project. Unions use and teach organizing skills, but most often to grow their own top-down bureaucracies, and they pointedly separate these practical skills from any kind of political content. Our intervention at HAC aimed to demonstrate how organizing skills can be used to build democratic self-organization, and how they can be combined with political education and class-wide fights to create movements that challenge the state and capitalism.

Participating in HAC was also an opportunity for us to understand the conditions of healthcare workers across the country, as well as opportunities and challenges for organizing. We learned there is a strong desire for radical and militant organizing from within healthcare. We saw that a group of healthcare workers were willing to put in months of labor to create this three day conference, and that hundreds were excited to travel from across the country to participate. We met a few comrades who do movement organizing with unions or campaigns like the Do No Harm Coalition and DPH Must Divest. However, the majority of anarchist-sympathizing conference attendees were not oriented toward mass organizing, or strategically building power, whether for lack of interest or lack of opportunity.

We see this orientation as reflecting a huge unmet need to build structures for mass organizing, for organizing outside of our narrow social circles, for organizing that aims to build power. We believe we should continue to develop and promote real-world examples of radical organizing models in healthcare, so that we can show how organizing can be both a more sustainable way of developing supportive culture and a way to build and wield our own power. Relatedly, the relatively small number of attendees who were union members speaks to the low union density in healthcare (even though it is higher than in many industries). We need to organize in spaces like this where we reach non-union healthcare workers, along with organizing within union member spaces like Labor Notes.

Approaching the convergence with our orientation toward mass organizing for power, we saw the trends in left and anarchist activism reflected at HAC concerning and sobering. At the same time we see the existence of such a conference, and the work the organizers and participants were willing to put in to make it happen, to be a hopeful sign of the potential for healthcare workers to fight together for a revolutionary future. We hope that HAC is part of a growing and developing trend toward militant organizing in healthcare.

No government can save us. Only the working class free itself. We need to make a revolution. We need to overthrow capitalism and build libertarian communism, worldwide. For this, the labour movement needs to be built anew. We need to organise in the workplace and rebuild our unions from the ground up. We need rank and file control. The practices by which we build our movement will be the ones that form the basis of the new society.

May Day 2023

The Origins of May Day

On the 1st of May, 1886, unions in Chicago, heavily influenced by the American anarchist movement, went on strike for the eight hour day. A worker was shot dead by a cop, so a protest was called for 4 May. After an unidentified person threw a bomb, the police started shooting. When the dust settled, seven cops and at least four civilians were dead. Some of the cops had probably died from friendly fire. A huge anti-Anarchist campaign ensued and eight Anarchists were convicted in a kangaroo court. The State killed four, while one committed suicide. The labour movement started a campaign for the exoneration of the Haymarket Martyrs and eventually succeeded. In the process, May Day became the day of the international workers' movement.

The Workers’ Movement Today

We continue to spend most of our waking lives working for bosses who enrich themselves at our expense. Governments, maintaining the interests of capitalism, continue to enact policies which are hurtling us to climate destruction. The capitalists use their media companies to scapegoat most vulnerable: migrants, refugees, the LGBT community. Meanwhile, the one real weapon we have at our disposal to fight for our own interests, our unions, are tied down by a thousand anti-worker laws and integrated as far as possible into the State.

In industrialised countries, the established union movement continues its long decline. This is especially true in Australia. For decades, union leaders have told members to put their hopes in governments and not in the power to strike. They are unwilling to face the reality that rights are taken and not granted – that it has always been direct action, within or outside the law, and the threat of revolution which produces change in our favour, and not changes in government. Declining union density is not a reason to shrink from the task of taking such bold action. Indeed, the cowardice of the union officials contributes significantly to the decline in membership. In France (where union density is even lower than here in Australia) the working class is in open rebellion against the bosses, and their puppet, President Macron, as they attempt to raise the retirement age from 62 to 64. If the movement fails, it will only be because the union leadership has done everything to limit the movement, and to avoid the indefinite strike!

One Solution: Revolution

No government can save us. Only the working class free itself. We need to make a revolution. We need to overthrow capitalism and build libertarian communism, worldwide. For this, the labour movement needs to be built anew. We need to organise in the workplace and rebuild our unions from the ground up. We need rank and file control. The practices by which we build our movement will be the ones that form the basis of the new society.

1η Μάη: Οργάνωση κι Αγώνας για την κατάργηση της ταξικής εκμετάλλευσης

Η Πρωτομαγιά είναι ημέρα ιστορικής μνήμης. Είναι ημέρα συνδεδεμένη με τους εργατικούς και κοινωνικούς αγώνες που δόθηκαν σε άλλους τόπους κι εποχές, απαιτώντας την κατάργηση της εκμετάλλευσης ανθρώπου από άνθρωπο. Οι απεργίες του Σικάγο του 1886 και της Θεσσαλονίκης το 1936, είναι ανεξίτηλα αποτυπωμένες στις σελίδες της επαναστατικής μνήμης και αποτελούν σημεία ορόσημο στους αγώνες που διεξάγει σήμερα η τάξη μας, για την απελευθέρωση της από τα δεσμά της καπιταλιστικής εκμετάλλευσης.

Στην παρούσα περίοδο συντελείται μια βίαιη αναδιανομή του πλούτου από κάτω προς τα πάνω με τεράστιο κόστος για τις ζωές των εκμεταλλευόμενων τάξεων. Παγιώνονται οι συνθήκες σύγχρονου εργασιακού μεσαίωνα για τον κόσμο της εργασίας. Η ψήφιση των αντεργατικών νομοσχεδίων από τους πολιτικούς εκφραστές της αστικής τάξης και μιας σειράς μέτρων που αβαντάρουν τον κόσμο της εργοδοσίας, διαμορφώνουν ένα ζοφερό τοπίο για την εργατική τάξη. Οι μισθοί πείνας, η κατάργηση της Κυριακάτικης αργίας, η καταπάτηση του οκταώρου, οι όλο και πιο εντατικοποιημένοι ρυθμοί εργασίας, η ανυπαρξία μέτρων προστασίας στους χώρους δουλειάς και ο αυξημένος αριθμός των εργατικών ''ατυχημάτων'', καταδεικνύουν το μέλλον που επιφυλάσσουν για όλους εμάς, οι όπου γης εκμεταλλευτές μας. Η ελαστικοποίηση των εργασιακών σχέσεων, το καθεστώς της επισφάλειας, της ''μαύρης'' και κακοπληρωμένης εργασίας και η ανεργία που μαστίζει χιλιάδες ανθρώπους, κυρίως νέους, είναι η πραγματικότητα που καλείται να αντιπαλέψει η τάξη των εκμεταλλευόμενων.

Οι ιδιωτικοποιήσεις υπηρεσιών και βασικών αγαθών, το ξεπούλημα του δημόσιου πλούτου σε μονοπωλιακούς πολυεθνικούς ομίλους και η υποβάθμιση δικτύων και υποδομών, είναι μερικά από τα σπασμένα που καλείται να πληρώσει η κοινωνική βάση, πολλές φορές και με την ίδια της τη ζωή. Το πολύνεκρο δυστύχημα στις ράγες των Τεμπών, ήταν ένα ακόμα κρατικό - καπιταλιστικό έγκλημα που επιβεβαιώνει την μοίρα των κατώτερων κοινωνικών στρωμάτων, σε περιόδους έντονης κρίσης κερδοφορίας για τους καπιταλιστές.

Σα να μην έφταναν όλα αυτά, το συντελούμενο κύμα ακρίβειας και το αυξημένο κόστος ζωής είναι μια επιπλέον συνθήκη που καλούνται να αντιμετωπίσουν τα φτωχά κοινωνικά στρώματα. Η κατακόρυφη αύξηση των τιμών στα είδη πρώτης ανάγκης στα ράφια των σούπερ μάρκετ, οι φουσκωμένοι λογαριασμοί του ρεύματος και τα υπέρογκα ενοίκια έχουν κάνει ακόμα πιο σκληρές τις συνθήκες διαβίωσης των εργαζομένων. Δεν είναι λίγες οι οικογένειες, οι οποίες αδυνατώντας να αποπληρώσουν τα δάνεια κατοικίας, μπαίνουν στο στόχαστρο των τραπεζών και επίδοξων funds, αντιμετωπίζοντας αρκετά συχνά τον κίνδυνο των πλειστηριασμών και των βίαιων εξώσεων από τα σπίτια τους, παρουσία δικαστικών επιμελητών και μπάτσων. Υπάρχουν ακόμα και περιπτώσεις οικογενειών που καλούνται να ζήσουν βδομάδες ολόκληρες σε παγερά και σκοτεινά σπίτια χωρίς θέρμανση και ρεύμα.

Η διασφάλιση της εύρυθμης κερδοφορίας των καπιταλιστών προϋποθέτει την αναβάθμιση του κατασταλτικού οπλοστασίου του κράτους - χωροφύλακα. Βλέπουμε τους εργατικούς και ταξικούς αγώνες να αντιμετωπίζουν όλο και πιο συχνά τη σιδερένια μπότα των δυνάμεων καταστολής υπό το κρατικό δόγμα μηδενικής ανοχής: Δεκάδες αγωνιστές μπαίνουν στο στόχαστρο της αστυνομίας και σέρνονται σε δίκες, με παραφουσκωμένες κατηγορίες και κατασκευασμένες δικογραφίες. Οι απεργιακές περιφρουρήσεις σε κατειλημμένους χώρους δουλειάς χτυπιούνται με χημικά και γκλομπς. Ειδικά σώματα αστυνομικών εισβάλλουν στα πανεπιστήμια, ενώ οι πορείες και οι συγκεντρώσεις στους δρόμους αντιμετωπίζονται με απροκάλυπτη βία.

Με αφορμή την προεκλογική φρενίτιδα των κομμάτων για την κοινοβουλευτική εκπροσώπηση, τίθεται για άλλη μια φορά και με τρόπο επιτακτικό η αναγκαιότητα ανάδειξης ενός άλλου δρόμου στην κοινωνική βάση, από τις δυνάμεις του ανατρεπικού και ριζοσπαστικού κινήματος. Ο δρόμος της ριζικής ανατροπής του κεφαλαιοκρατικού συστήματος παραγωγής και της ρήξης με τον κόσμο του κράτους και του κεφαλαίου. Ένας δρόμος διόλου βατός και ευθύγραμμος, που δεν μπορεί να χαραχτεί εν μια νυκτί, αλλά ανοίγεται μέρα τη μέρα, βήμα το βήμα, με οργάνωση, μαζική απεύθυνση και αγώνα, σε χώρους δουλειάς, σχολεία, σχολές και γειτονιές.

The union movement must be rebuilt and as soon as possible. It will only be harder the more the movement declines. Rebuilding can only be done through a rank and file insurgency. There may be times and places where it is appropriate to organise new unions (for example in entirely unorganised parts of the workforce, or where the existing union is wholly on the side of the bosses and cannot be recaptured by its members). Most workers, though, will not break with the officials until they are already mobilised and a practical decision is in front of them, so the insurgency must operate largely within existing unions.

Australia: State of the union movement

We are witnessing the slow extinction of Australia’s trade union movement. In 1976, 2.5 million Australian workers (some 51.6% of the workforce) were members of a trade union. As of August this year, trade union density in Australia has fallen to 12.5% (1.4 million people). The Australian trade union movement is older than ever before, only 2% of employed 15-19 year olds and 5% of 20-24 year olds are members of a union (ABS 2022).

The decline in union membership is mirrored by a decline in industrial action. In the December quarter of 1991, 589,000 Australian workers spent at least a day on strike. The latest quarterly figures for this year record 28,000 workers involved in industrial action. As bad as this seems, it still represents a relative uptick since the COVID lockdowns.

Trade unions are built in struggle. Unions are built and grow when workers strike and win. In Australia, successive Labor and Liberal governments have built one of the most restrictive legal frameworks for industrial action in the developed world. It is exceptionally difficult to go on strike in Australia, and without the support of the union bureaucracy, almost impossible.

The union bureaucracy has strong incentives to avoid strikes, and especially to avoid the kinds that would be necessary to break out of the legal straightjacket of the Fair Work Act. Australia’s legal framework, and the loyalty of the union officials to the ALP, create a relatively privileged position for the formal union leadership. For unions that step out of line, there are substantial fines, and the threat of deregistration. The threat of deregistration is significant, since unions depend on the few legal privileges that registration brings in order to maintain what membership they have.

The trade union bureaucracy has shown that it cannot break from its legal and political straight jacket (one partly of its own making). There are relative strongholds in education and healthcare (where the fear of legal liability compels workers to join their union) but the unions, as currently organised, are doomed. The officials cannot defend the institution over which they preside.

However, the death of the union movement would not be a good thing. Despite the inadequacies of formal Australian trade unions, the 1.5 million members of Australian unions are still the most organised segment of the Australian working class. The loss of union organisation will only lead to further losses in wages, conditions, and the relative strength of the class.

Though the Melbourne Anarchist Communist Group advocates a rank and file movement within the existing unions, it mustn't be bound to the current legal structures. It needs to operate independently of the union bureaucracy in order to build the strength that is needed to break with the legal and political limits of Australia’s industrial relations system. And it is only by breaching those limits that the union movement can survive.
